using a web counter and statistic service why are some IP Address 99.34.247.Unknown?

The above IP Address is a true domain but my web page counter says it’s an unknown organization and no information is provided except what pages they visited and the time and date and duration of their visit to these entry and exit pages.

Should I try to find out using Arin Whois Database?
or should I use VisualRoute Tracer route email tracker to find out what part of the world the IP address is tied to?

Try with IP trackers such as http://www.ipaddresslocation.org or http://www.find-ip-address.org
find out more about specific IP address and see of it is know, unknown etc…

How can I register a website domain name ?

I know that the obvious answer would be a registrer, my question is how do registerers register those domaine names ? I’ve heard about ICANN, but i couldn’t find anything leading to how I can register a domaine name without passing by a registerer !

You have to run your own domain server. (Which is not free) This allows you to have other people create web domians that run off of your server. There are places where you can purchase a server and pay for it monthly. I hope this helps.
